Query/View/Report (QVR) Access

QVR is a powerful web based tool to help eRA users search and view detailed information about grant applications and awards. QVR can be accessed by eRA users. QVR users have read only access to FACTS from QVR for their IC, but only users with the FC Manager role can access FACTS from QVR with editing capability.

The Foreign Component (FC) flag values are:

  • Domestic Grant
  • Foreign Grant
  • Domestic Grant with Foreign Component

QVR has the following foreign component features:

  • PI/Inst Section
    • Country field - can type in a country name(s) separated by commas or use the Select button pop-up screen functionality to select a country or countries
      • Various associated check boxes - when selected, they are included in the search criteria
      • Performance Sites - system checks for any performance sites in a foreign location
      • FTS Sites - system checks for the Foreign Tracking System (FTS) for foreign location sites
      • FACTS Sites - system checks FACTS for foreign location sites
    • Foreign Appl field - use Select button pop-up screen functionality to indicate whether to include or not include the Foreign Component flag ; uses the Foreign Component flag in the eRA database
      • NOTE: Searching for an unidentified foreign sites with records in FACTS is not an option on the Select Look-up screen, but you can manually type an asterisk (*) in the Foreign Appl search item field to target these records. Checking NULL from the Select Look-up screen will actually retrieve grants that have no value or an asterisk (*) as their Foreign Appl Code.
  • Special Selects Section
    • Foreign Grants field that when checked Yes allows searching for foreign grants; uses the Foreign Application Code/Flag in the eRA database

Custom Download Items

  • The Foreign Grant code, the Foreign Grant Descrip, and the RPPR Impact: Foreign Country Dollar items are available in the Project Search custom download.
  • Under FIC (Fogarty International Center), there are several queries designed to retrieve prior year funded data to foreign institutions or with foreign collaborations broken out by the FIC Division of International Relations Regions.
  • Under the GRANTS MGMT (Grants Management), there are several queries to retrieve foreign collaboration funded for a prior or current fiscal year.

  1. On the Projects Search Hitlist screen, the FACTS hyperlink retrieves a snapshot of the FACTS data for an individual project. FACTS data is associated with the competing segment of the project, so all non-competing segments associated with that competing application will also display the FACTS link.
  2. If a project is in the FACTS system, but it did not have a value set in IMPAC II indicating it as a foreign application, QVR has set that value to * and will display FACTS* as the hyperlink.

  • When the FACTS hyperlink is clicked on the Project Search Hitlist screen, QVR displays the QVR FACTS Snapshot screen.
  • To access the FACTS system, click the FACTS button.

NOTE: Users with the QV User role have read only ability to access FACTS from the QVR module for their IC). Users with the FC Manager role can access FACTS from QVR with editing capability for their IC.

If the user does not have the QV User or Foreign Component (FC) Manager role, the system displays the following error message when FACTS is accessed:

Error: You have no permission to use Foreign Award and Component Tracking System for the requested function.

NOTE: The FACTS Foreign Contracts Summary Report (FACTSCONTRACTS) report is retired.

FACTS State Department Clearance Request (FACTSSDCR) - a report that displays the contact name and tracks the statuses with the associated dates through each step of the SDCR process

FACTS Unverified Foreign Funding Report (FACTSUNVERIFIED) - a report that displays unverified country dollars next to site dollars for seeing what dollars remain to be verified and which projects may have funding differences between country and site dollars.
